The City of American Canyon has approximately 110 miles of streets. The most cost-effective, long-term method for managing our streets is through a Pavement Management Program (PMP). The PMP is comprised of many factors, including miles of streets, current street condition (also known as PCI), proposed maintenance and repairs, and budget.
When planning for street repair and maintenance, the City considers the surface and subsurface portions of the street. Underground work should be done, whenever possible, prior to paving to maximize the life of the street.
Subsurface utilities include, but are not limited to, water pipes, electrical, cable, and sewer. The utilities that the City is responsible for, including the work that is required for maintenance, are identified in the Potable Water Master Plan, Sewer Master Plan, and Recycled Water Master Plan. All this information has been compiled into a spreadsheet that was presented to the City Council on May 16, 2017 (item D.2).
When it comes to outside organizations, such as PG&E and Comcast, the City does not have control over how these organizations manage maintenance or improvements of their utilities. However, the City coordinates maintenance efforts with each organization in order to try to keep our streets in good condition.
In November 2016, voters passed Measure T. This county-wide measure will generate almost $300 million over 25 years to pay for maintenance, reconstruction, and rehabilitation of our City's streets, roads, and sidewalks.
Measure T requires that 99% of the funds raised be spent on local street maintenance and rehabilitation. Only 1% may be used for administrative and reporting costs. The funds cannot be used for new roads or congestion relief. The measure also requires a review of expenditures by an oversight board.
Napa County consumers are currently paying a ½‐cent sales tax for flood control projects as the result of Measure A. Measure T is also a ½‐cent sales tax, but it will not take effect until 2018, when Measure A expires. This means the money from the ½‐cent sales tax we now pay will be used for street maintenance starting in 2018.

CURRENT STREET CONDITIONS
Our current street conditions are shown via the Pavement Condition Index or PCI. Currently, the City of American Canyon's average PCI rating is 67. As the chart outlines below, a rating of 67 places our streets in the yellow good condition category.
By the time a road reaches 20 years and a PCI of 60, it has already lived 75% of its serviceable life. On the other hand, it has only experienced a 40% drop in quality. Once a roadway reaches a PCI below 60, rapid deterioration begins to take place as shown in the chart below.
