Pathways Charter School proposes to convert a vacant 3,590 square foot church into a tutoring center at 15 Poco Way. The Conditional Use Permit application would convert the interior of the former 3590 square foot church into a tutoring center with meeting rooms. The proposed layout includes a new 636 square foot library, two meeting rooms, two offices, a designated area for cubicles, a reception area, and three restrooms. The building footprint will remain unchanged. The project will include 8500 square feet of new landscaping, a new stormwater detention basin, and a 14-stall parking lot. The project will also include frontage improvements that consist of new curb, gutter, and sidewalks along Melvin Road and Poco Way. 


Pathways Charter School uses regional learning centers to provide educational services to home-schooled students. The students receive and compete schoolwork at home under the supervision of their parents or guardians. Pathways provide support services through their learning centers to supplement the schoolwork. The support services includes tutorials, small group classes, one-on-one meetings with teachers, student and parent meetings, teacher training sessions, and parent workshops.


The applicant anticipates 120 students to be served at the facility at 15 Poco Way, but estimates the daily maximum number of students utilizing the learning center to be 45.  The primary use for the tutoring center will be for parents to drop off and pick up school materials and for students and teachers to meet one-on-one for an hour every 20 days, which is required by their independent study contract. The students range from kindergarten to the twelfth grade and ages 5 to 18. The applicant proposes to have business hours from Monday through Friday from 8:30 AM to 5:00 PM. The site will not have playgrounds or recess, which will limit the amount of noise to neighboring residents.


The project was submitted on February 20, 2018 and found complete in March 8, 2018. The Planning Commission approved the application with conditions on March 22, 2018.
